Asrequired by K.S.A. 25-209, notice is hereby given there will be a GeneralElection held in Thomas County, Kansas, Tuesday, November 6, 2018.
The candidates for members of the National Offices,State Offices and District if composed of more than one County, have beenapproved by the State Board of Canvassers and certified to this office by theSecretary of State, the names of candidates being arranged in the manner inwhich they will appear on the Official Ballot in Thomas County, Kansas.
The candidates for County Offices and TownshipOffices have filed declaration papers in the office of the County Clerk andbeing found regular are entitled to have their names on the Official GeneralBallot of Thomas County, Kansas subject to the rotation of names pursuant tolaw governing the same. The names of thecandidates for National, State and District offices are shown and arranged, asthey must appear on all the printed ballots of the County.

SHALLTHE CITY OF COLBY, KANSAS BE AUTHORIZED TO: (1) CONSTRUCT, FURNISH AND EQUIP A NEW COMMUNITY EVENTS CENTER ANDIMPROVEMENTS RELATED THERETO (THE “PROJECT”) AT AN ESTIMATED COST OF$15,667,967, AND TO ISSUE THE CITY’S GENERAL OBLIGATION BONDS PURSUANT TOK.S.A. 12-1736 ET SEQ., IN AN AMOUNTNOT TO EXCEED $12,000,000 (THE “BONDS”) TO PROVIDE FOR PAYMENT OF A PORTION OFTHE COSTS OF THE PROJECT, WITH THE BALANCE OF SUCH COSTS TO BE PAID FROMAVAILABLE CITY FUNDS; AND (2) IMPOSE A THREE-QUARTERS PERCENT (0.75%) CITY-WIDERETAILERS’ SALES TAX PURSUANT TO K.S.A. 12-187 ET SEQ. (THE “SALES TAX”), THE PROCEEDS OF WHICH SHALL BE USEDTO: (A) FINANCE ALL OR A PORTION OF THECOSTS OF THE PROJECT, INCLUDING PAYMENT OF DEBT SERVICE ON THE BONDS, AND THEOPERATING AND MAINTENANCE COSTS THEREOF; (B) FINANCE ALL OR A PORTION OF THECOSTS OF IMPROVEMENTS TO CITY STREET AND PUBLIC PARKS, INCLUDING RELATEDFINANCING COSTS, IF ANY; (C) FINANCE THE OPERATION AND MAINTENANCE OF THECITY’S EXISTING AQUATIC CENTER; AND (D) PAY SUCH OTHER GOVERNMENTAL PURPOSES ASMAY BE IN THE BEST INTERESTS OF THE CITY; THE COLLECTION OF SUCH SALES TAX TOCOMMENCE UPON THE EXPIRATION OF THE EXISTING THREE-QUARTERS PERCENT (0.75%)CITY-WIDE RETAILERS’ SALES TAX ON APRIL 1, 2020, OR AS SOON THEREAFTER ASPERMITTED BY LAW AND SHALL TERMINATE ON MARCH 31, 2035?
